Can I use these outside? Are they weather resistant?

These are powdercoated steel just like an outdoor pool fence. Any scratch or chip in the finish will be a location for humidity to get in and start oxidation eventually especially around the screw holes. If you don't want to worry about having anything steel outside eventually oxidizing you can dab a little paint inside and around the screw holes and over the screw heads to reduce the probability of moisture introduction.

What size screws are used for these brackets?

Comes with Phillips flat head screws in black finish. 7 each 3/4" long #8 screws 7 each 2 1/2" long #14 screws Since the #14 lag screws must use a large #3 Phillips bit for installation, the #3 bit is also included to use in your drill.

Is there any wobble to these after they are mounted?

These brackets are massive and will not flex one bit. You could use them as car ramps they are so sturdy. The wobble you might be asking about would only have to do with your mounting surface. Some mounting surfaces are weak and need a piece of wood backing placed inside the cabinet to add strength. I've also seen people add a little liquid nails calk to the vertical mounting surface if they could only use drywall anchors and didnt have any decent wood backing in their particular install.
