Q: can two garden mesh netting sheets be sewn together to make a larger sheet?

Surely, but it would be a very tedious task. The netting is fine and prone to stretching (like plant tendrils will make holes). You might save time and effort and use wide packing tape and sandwich the fabric between.

Q: What is the best way to install grommets to the netting?

I used clips to cover my veggies with the netting. I wasn’t satisfied with the netting because it did not keep the gnats out of my veggies.

Q: Could this be used to cover an entire green house (10'x18' hoop house)? Would it be reusable for more than one season?

It is usable for more than one season. I do not know if it would cover the area you described

I've used it for the first time this year but see no problem with reusing it year after year. I've seen similar products used in other gardens for many years.
