Q: will a s10e fit in the pouch with the flap closed?

I have an LG Rebel -- 5 3/4" by 2 7/8" -- and it fits beautifully, closed. Not too tight not too loose

Q: Does it fit iPhone 13 pro max?

My 6-1/4 x 3-1/4" i8+ in its Urban Armour Gear (UAG) case fits in it exactly with no room to spare. So I doubt it. I believe your i13 PM is longer without a case than my i8+ is with a case.

I have not submerged it in water , but it keeps my phone dry with water splashing on it and while in my pocket in wet/damp pants. I don’t know about any coating

I don't know, but I suggest that you look for something else. It fit my iPhone 8+ perfectly, but the tab that the hook is attached to frayed and came off of the case! Luckily I was at home, so no harm done, but had it come off while I was out somewhere, I could have lost my phone. I dug up an old similar type item that is actually a point-and-shoot camera case and used that until I got my iP14 Pro Max, which is too high for it. Back to the ol' drawing board!
