Can you use this fountain indoors? How much does it "splash" outside of the water bowls

I use mine on the patio outside and have no issues of splashing works great. If you over fill the tank you may see some water leakage.

Water flow too heavy. I turned the dial all the way either way and there is no difference in flow. How can this be fixed?

First try to turn dial all the way left (while pump is facing you) and reinsert in fountain before plugging in. If this does not work you may have a defective pump and need to request a new one. Hope this helps.
