I don’t think so. The blue background and the seal should be left and a picture can go where the flag is. That part, I think, is 4’x6”. I put the retirement invitation in that area and the whole thing was really nice.

I believe it means that the US Navy or any of the other branches of service have approved of the quality, the art work and material used. I just bought a Marine emblem and am very satisfied with the high quality of it.
