No, not really. You could push it down yourself, but it doesn’t just collapse.

Would i be able to use this in a carry-on? does this pass the tsa pre-check 3:1:1 rule?

As long as your things inside don’t hold any liquid more than 3 ounces, For me it would be a little bit too big to put in my carry-on
