Is this paper sturdier than Sumi-E for suminagashi?

Unfortunately this paper is of inferior quality and should not be used for anything that involves water. I tried it for suminagashi and it completely dissolved. This is basically low quality copy paper claiming to be something else.

Does this paper having sizing on it?

No sizing. I don’t use water media on it. I paint this sketch paper for use in creating collage pieces. CJones

should this be stored with mothballs?

This sounds like a question for the seller. I’m an artist that use this paper to paint and use for collage material. I don’t store any of my papers with mothballs. The scent would run me away before a moth could come near them as my sense of smell is strong.

Is this smooth enough to use fountain pens on?

One side is definitely smoother than the other. I use it to make prints with as it takes the paints well. but I am not sure that it would be suitable for fountain pen. But when you think about it, the Japanese semi-e method uses wet ink, so I would suggest you give it a go if you can afford to put the pad aside if it doesn't suit your purpose.
