Will this binding machine really bind 13” long paper

There would be a small gap at the top or bottom, depending on how you punch. The max size is A4 paper (8.27 x 11.69 inches), so in theory 12" is max. But you could just eye-ball it. It works great, so for the cheaper cost, maybe eye-balling is worth it for you...

Does the handle fold down for easy storage?

It does not fold down...but you could unscrew the side bolts and take the handle off...not that that method would be convenient, because then you'd have to put it back on with each use.

How do you adjust the machine for the binding?

I'm not positive what you mean by 'adjust', but I think what mean is just how to bind as well?? When punching the holes, pull the lever down; when binding, insert the comb in the back of the 'teeth' and push the lever back to open the comb. There should be a video to watch this on the item page...I think...

can it cut a plastic card like a gift card?

I haven’t tried anything that thick, but will cut laminated cardstock.

After a couple of goes. you get the knack it's excellent and easy to operate. Able to finally file a number of music downloads into usable booklets. Highly recommendable. Good service.

Dopo diverso tempo di utilizzo posso dire che questo prodotto non deluderà le aspettative, molto robusto, facile da usare e con un risultato davvero eccellente. Allinizio è necessaria un po' di pratica e di calibrazione per capire bene come inserire i fogli, come fare i fori dritti e quanti fogli forare alla volta, ma una volta presa confidenza si rivela uno strumento davvero utile e funzionale
