I would be using it in the back seat, for the dogs. How long will it last if it is plugged in?

It didn't even last me 2 hours when I charged fan for at least 5 hours. I tried using these to drive across country for my 2 cats and dog. It made my vehicle more humid than the outside air. If you are anywhere near Arizona heat I would not recommend this product.

Can I use it without adding water?

Yes you can, but it becomes a personal fan
