Why is this missing safety seal?

Hello... Neutrogena cosmetic products do not have a safety seal on the bottles or containers.

I don't see "oil free" on the packaging. Are there any oil-based ingredients in this?

The unscented glycolic acid exfoliant is fragrance-, paraben-, phthalate-, alcohol-, dye-free, and not tested on animals. Use this face peel daily as part of your skin care routine. Apply with a cotton pad at night after cleansing, avoiding the eye area. Allow the face peel to fully absorb into skin and do not rinse; follow with a moisturizer as needed. Here is a list of the ingredients: Water, Glycolic Acid, Propanediol, Arginine, Glycerin, Sodium Hydroxide, Caprylyl Glycol, Sodium Hyaluronate, Polyquaternium-10, Disodium EDTA This formula contains glycolic acid, a potent ingredient. Pre-condition skin by limiting initial use to once every other evening. Then increase to every evening as tolerated. In the daytime, always protect skin with a broad spectrum SPF 30 sunscreen or higher.

Does this replace using retinol? Has anyone tried alternating with retinol?
