Are these an essential item for the Steamdecks analog sticks?

Not at all. On some Decks one or both of the sticks can grind very slightly against the plastic housing. These stop that from happening. If you don't have that problem or don't care (it's not a serious issue, just a personal annoyance) you don't have to get these.
