Is it good for pigment and lightning for you drawings

Yes, they are excellent with high quality pigment and light fastness.

When used on papper dose it have Shiney look to it or is it a good dark black

The black polychromos pencil has a deep black colour to it but you can also use it gently on the paper to achieve a much lighted effect. It is definitely not shiny.

I guess it depends on the paper and the colour. I frequently use it in strathmore toned grey and it is fully erasable in it.

Would it write well on slate?

Probably, as the roughness of the slate would give it what's termed 'tooth' for the pigment to grip onto. I expect Bazman's problem (see below) was likely causes by his paper not having a rough enough surface to provide that tooth. I'll be using this pencil on a heavy textured watercolour paper so my pencils get that necessary tooth to work well
