Are these shiny /silky on one side? The pics suggest one side is kind of slippery smooth...

Not slippery, but very soft & comfortable, even after multiple washes - do not "ride up" - much nicer & better quality than $32.00 Calida brand. I also ordered more pairs.

Is the lace around the leg 100% cotton?

I'm not sure, but the lace is very stretchy and shiny, so I'm assuming it's not 100% cotton. The tag inside the undies states "100% pamuk" and a search on the internet shows that pamuk is an "unwoven cotton". I'm not sure about the lace.

Do they have a crotch gusset or panel?

Not a crotch gusset but more of a panel that runs the length of the leg. so there 2 seams . Reviewer on June 25 includes picture that shows the panel and seams. The seams are well constructed. I did cut off the lace as it was too scratchy for me and the elastic was tight. Hope this helps.
