Sorry, this is water based food colour.

Can this be used to colour rice. Either before cooking or after?

Never tried it but if you add it to the water you cook the rice in I am thinking the rice will absorb the colour!! Just a thought

Is this suitable for making bath bombs?

I highly doubt it as its a designed for food ypu can buy specific bath bomb colourants
