Q: Hi it says you only get 2 liquid dissolvers shouldn't there be 5 one for each pack

The 2 liquid dissolvers are for the two more gelatinous ones (I can't remember whether it's Gelli or Slime it's been a while since I purchased) The crackle just dissolves itself because it's kind of like popping candy and the slime I think you just dilute more and it breaks down. You only need to dissolve the thicker one with the dissolvers which is why there are only two.

Q: Is this suitable for an 18 month yo?

As long as they don't eat it I don't see why it wouldn't be. It will make bath quite slippery so just take extra care.

Q: How many packets do you need to fill a bath

1 fills enough for a child to have fun, for a deep/full bath i would go for 2.
