Is this good for a ar 15 mounting a scope and cleaning it?

Have not used it with an AR-15, but my gut says "No." Pistol grip will be an issue. Really set up for conventional stock.

Can you adjust the length?

no, the length is not adjustable. I bought one of these and used it only once. Wasted my $$

Will this rest handle a .300 win mag?

Yes it should do fine. I have used it for my mosin nagant which is 7.62 X 54.
