Yes it folds with bag on very easily.

Q: Will it fit into a car when full?

You can lower the handles if you have a small car.

Q: Can you get replacement bags for this?

I have no idea as I haven’t had to replace it yet

Q: Are the wheels plastic or rubber

The 'tyres' are rubber the wheels plastic. The wheels themselves are no problem BUT the nylon inserts that ride on the axle have all but given way after 8 months. I confess that my wife (the trolley user) probably overdoes the weight with the shopping she buys and I now expect an emergency phone call whenever she forays forth on the weekly shop.
