Yes it does have a strobe function. You just have to program it which is fairly easy once you read the directions

I think it's 120 volt only. I use mine 120 volt

This light comes with a one piece C style Rechargeable Lithium Iron Phosphate Battery,about the size of 3 C cell Batteries end to end. Run time for the light in High:(1,082 Lumens) is 3hrs 15 min,Low:(138 Lumens) is 18hrs, Eco: (25 Lumens ) is 79hrs.,this from the back of the box for this system from MAGLITE. The system is the Flashlight,The LiFePO4 Rechargeable Battery,Charging Cradle(Locks the Flashlight in place while charging) A.C. Converter 120 volt (US). 12 Volt Adapter(Auto, Lighter Plug). There are AC Adapters available for 230 volt(Euro) and 240 volt(UK) use and a 12 volt Straight Wire(Auto) for direct wiring to a vehicle,as you can mount the charge cradle to your car,truck to have the light handy and secure at the same time,this information comes from the Owners Manual. Due to construction of the light and battery you can only use the battery that comes with it,This is fact as I own this Light as I bought it direct from MAGLITE in March of this year through an offer for Mag Nation E-Mail Newsletter subscribers at a Discount before going on sale to the public.
