Q: Are these waterproof or do they bleed cuz I want to use watercolor pens on this will it bleed?

It takes a couple of minutes for the pigment in these to dry completely. After it has dried, it works well with watercolors (won't smear or bleed). If you draw with these pens and immediately try to use water color on the pigment, before it has dried, it will smear a little.

Q: Do all sets use the same pencil?

I am not 100% sure if all sets do. Though, it is a popular mechanical pencil that I have gotten in more than one set. Though I have not tried every set of pens Sakura makes.

Q: Does it include white marker for adding highlights?

NO...there isn't a white marker.
