As far as I know, it's absolutely pure. Watch it if you're using it on your printed components - it is a very effective solvent.

Is this anhydrous or is there any water in this?

It is pure Acetone nil water. For soaking off nail tips and for blending Actylic for overlay nails.

Can I diluted with water? Thanks in advance...

Acetone is miscible with water - so in principle, yes, you can dilute it with water. However, I'm not sure whether this mixture is particularly more useful than a smaller amount of pure acetone?
