Can I use this in a rain barrel that waters a food garden?

Package states not to use in water meant for human consumption. Interpret that how you would like. Package says it is safe for fish ponds and bird baths. I chose not to use in rain barrels. I cover rain barrels and put this only in my buckets that I run water out of my rain barrels...used for dipping water and filling my watering cans. If I need water for vegetable garden or bird bath, then I use fresh from spout of covered rain barrel. Does that help?
