Q: If you a 2x32 sabretooth why do you need this?

You don't need this if you already have a Sabertooth 2x32. Keep in mind that this motor driver can only output 10A per channel. Sabertooth 2x32 can output 32A per channel. Also, the signal inputs are different. This motor driver requires the PWM/DIR signals. Sabertooth 2x32 accepts 0-5vdc analog or PPM (radio signal) signals depending on your DIP setting.

Q: Do you connect potentiometer and reversing switch directly to this board to control two 60 watt motor maker geared motors in sync?

This one takes pwm signal, not analog. Pot will not work with this one. You might want to check ASIN B07V8G7J3W that includes a reverse switch and a pot. To truly run two motors in sync (in precision), you might need an encoder for each motor. To simply want to run two motors at the same time at about the same speed, ASIN B07V8G7J3W should do just fine.

Q: Can I use an Esp8266 (3.3 volt output) instead of arduino? Will the controller work with 3.3 volt signals instead of 5 v?

The user manual lists the voltage of the input logic high as 5.5V and the minimum as 3.0V. Input logic low is 0.0V to 0.5V. So yes, it should work with the ESP8266. I use the Raspberry Pi 3B+ which also outputs 3.3 and it works fine.
