is it possible to get one with a longer cable?

Not aware it comes with longer cable...may be a safety issue if longer

What amp fuse would be suitable for this light? Also does it come with an earth conductor?

Lamps typically have a 3A fuse and yes as it’s a metal bodied housing it is fitted with an earth conductor. Don’t rely on a fuse and earth cable for protection of someone put a spade through the cable. Ideally it should be connected to a circuit with RCBO protection (Residual-current circuit breaker with overcurrent). Least you should do is plug it into a RCD socket or fit it with an RCD plug. Call an electrician, it could save you a lot of hassle, serious injury or worse.

Does this light come with a metal plate and three screws to allow it to be fixed to a flat surface? I’m trying to replace a lamp that looks like this.
