Does the plastic seal go on top or bottom

The hard plastic piece goes on top if you received the non OEM part. I have tried that part in my toliet and it did not work. Had to go back and purchase the OEM part from dometic

Will this fit Ecovac 148?

Actually mine is a Sealand Traveler 2011 model. the spare parts I got fit well for this model. Sorry, I couldn't tell for yours.
