Does it have both sides of Velcro so that it will stick to itself?

No, it's only the loop (soft) side of it. I got it to sew on uniforms in order to stick on patches that already had the hook (hard) side on them.

Does this match ranger green fabric? Or olive drab, specifically?

It matches army green perfectly.

Is it loop on both sides?

yes just one side. the soft loop side. for me it was perfect for my patches because this is what side they stick to.

Why won't my new velcro stick?

This is for sewing on to a back pack or jacket.
