Q: Can you take pictures with your phone while it is in the bag?

Not sure how clear the photos might be, probably depends on your phone's camera, but the answer is yes. I didn't take photos, but i could use the phone without issue. Be careful where you store it. I had mine in my beach bag and sand loves to stick to it. If you do put it in a bag with beach towels and things that would get sandy, I'd put it in a large ziplock until you put it on.

Q: Will a galaxy note 8 fit?

I used for Galaxy S9 so not sure about Galaxy note. It had room to spare.

Put lanyard through the loop and pull

Q: will the rear fingerprint function be available on samsung a11?

I don't know, my Note 8 works OK in it and it stays dry.
