Are these led lights dimmable?

The cords have an on/off rocker switch built in. Generally this style of LED is not dimmable. Each is individually not that powerful. I am adjusting the intensity by adding and subtracting tubes and adjusting the height over the plants. It is working out fairly well. For an 18" x 48" shelf I am using 3 tubes. I just used these this season for seed starting and those plants were just put in the garden. They worked well.

How many lights and what distance for sowing seeds for 48"x24" flats?

We do not use them for seed flats at this time but will likely do so next spring, These are very bright, powerful lights. I would use no more than two 48 inch per flat. Not knowing your location or setup I do not think that these bulbs will generate enough heat without other supplemental heat.

How far apart in parallel should the lights be placed for growing seedlings?

The height would also need to be considered as for spacing in parallel. 12 to18 inch for approx 12 in height

I bought a six pack of 2' lights. the shelf is 16" x 36". How many 2 foot lights per shelf?

I turned my walk in closet into a nursery. I have 3 long shelves around 4’ in length and 2.5’ in depth. I use 2 lights per shelve. That’s been working for me.
