Can this be used on tapered threads, we have issues with poor quality off shore NPT fittings, teflon and pipe dope do not always work.

I would think that anything with threads it would work on. Unless the threads are huge. Probably more for automotive and machine sizes. But it might work on larger.

Can i use it for oil drain plug ?

yeah the sealant will work good on oil drain plugs, and if you use thread locker use the blue not red.

How long does it need to cure after assembly?

24 hours for full cure of 592. To be conservative, wait 24 hours before using although certain applications you may be able to use it sooner.

This product says "pst 592". is it the same as 592?
