Is this a proper grease to use on a circuit breaker to bus connection in a home electrical panel? As opposed to dielectric greases such as Dow comp.5?

dielectric grease stops conductivity, opposite of what you want. but you should not need any grease in a residential panelboard or a circuit breaker other than what came with it inside breaker. Only thing that is recommended is an antioxidant to protect corrosion where aluminum conductors are terminated. ie Noalox electrical Anti-Oxidant Compound. if heating has occurred to damage panel or breakers, replacement of items is best solution because the heating of the metals has softened them and you will never get a proper connection after that. If there is space in panel, you can use a new breaker in a different slot if available. Conductive grease is fine but problematic, especially if you use too much, you could bridge a gap and create a short circuit.
