Can these be used with 2" lift springs?

Yes, they can, i have them installed in my 2" Icon lift springs, no problems.

I want to install these on a 2010 toyota 4runner sr5 for occasional towing. how stiff will the ride be when not towing and mostly empty?

I have them on a 2015 Trail TE with ICON Stage7 suspension. Even with this, my camper caused an up/down motion without the bags installed. With them in and aired up, GREAT! Rock solid ride. Removing the camper and airing down, to 5 to 10 psi, you hardly notice anything. If you forget and leave them at 30 psi, you will bounce down the road......

Are these going to work on a 2017 SR5?

They work perfectly on my 2011 SR5. I believe the 2017 has the same suspension
