Is the rope removeable?

The rope is glued (?) on to the hat, but can be removed. The rope covers the seam on the hat where the crown is sewn on to the brim. I hope this helps

Will this hat hold up being outside on a scarecrow?

I would not recommend it for out door long term use, not sure how it would hold up to moisture,
