No of course it is not a typo. All toilet seats are 120 volts.

Q: What's the difference between "round, plastic, white" and "round, white" other than $4? (rpw $28, rw $24)

One is wood the other is plastic

Yes. It has the standard US spacing for two bolts to secure it to the toilet itself.
