Is it best to use a bait casting reel and can you use a open reel?

Baitcasting reels and spinning reels are both open faced reels. Not to be snarky, but if you can't tell what reel a rod was designed for with a glance you'd be better off with a spin cast (closed face) reel and a casting rod.

Can I pair a new Shimano Metanium casting reel with this rod?

It should be fine. Just keep in mind the line weight and lure weight rating of the rod and match the line weight loaded on the reel spoil itself.

Is this a salt water or fresh water fishing pole?

For the price it doesn’t matter. If you rinse the rod off with a hose when you’re done using the rod, the salt won’t matter. I used this as a frogging/catfish rod in brackish water. No issues. Good rod for the price.
